1. Name: Division of Scientific Research Management 

2. Development history:

Before 1994, at the NIN, the scientific management activities were under the Planning Department. In 1994, the Training and Education Department was established with Mr. Pham Van Hoan as Head of the Department and scientific management activities were under its responsibility.

In 1996, according to the Decision of the Ministry of Health, the Training and Education Department was renamed the Department of Training and Nutrition Information, and scientific management work was under its responsibility.

In 2001, according to the Decision of the Ministry of Health, the Department of Training and Nutrition Information was divided into 2 units: the Division of Scientific Management with Dr. Pham Van Hoan as Head of the Division, the remaining unit was the Center for Nutrition and Food Training with Dr. Pham Thi Thuy Hoa as Director of the Center.

From 2001 to present: The Division of Scientific Management has operated through the following periods of leadership:

- 2001 – 2009: Dr. Pham Van Hoan

- 2010 – 2011: MSc. Phung Thi Lien.

- 2011 – 2014: Dr. Cao Thi Thu Huong

- 2014 – 2022: Dr. Nguyen Lan

- 2023 – present: Dr. Huynh Nam Phuong.

Currently, the Division of Scientific Management has seven staff members, including 1 PhD, 03 Masters, 01 Bachelor and 02 College graduates. In the coming period, in order to improve management work, training and improving staff capacity is a prioritised area of the division.

3. Functions and Tasks: 

3.1. Function:

To manage and coordinate scientific research activities of the National Institute of Nutrition, assisting the Director in management work to improve the quality of scientific and technological research, including: monitoring, supervising, inspecting and enforcing the implementation of scientific research, synthesizing, evaluating and proposing orientation plans for the development of scientific research of the NIN.

3.2. Tasks: 

3.2.1. Managing and coordinating scientific research activities of the NIN

- Monitoring, supervising, inspecting, evaluating and enforcing the implementation of scientific research according to schedule and quality.

- Synthesizing, reporting and proposing adjustments as well as resolving difficulties in the process of implementing research and developing research plans.

3.2.2. Standing member of the NIN's Scientific and Technology Council, Ethics Council and Standard Operating Procedure Council

- Assist the NIN's Scientific and Technology Council in organizing specialized Scientific Councils to review and select scientific research, and evaluate and approve research results at all levels.

- Assist the Director in organizing the activities of the Ethics Council for biomedical research of the NIN according to regulations.

- Organize Councils to approve standard operation procedures and manage the Institute's standard operation procedures.

3.2.3. Perform other tasks

- Expand domestic and international cooperation to access, update and develop scientific and technological research in the field of nutrition and food.

- Participate in consulting on specialized publications, topics and scientific journals of the National Institute of Nutrition.

- Organize monthly scientific seminars. Participate in organizing domestic and international scientific conferences and seminars when required. 

- Perform other tasks assigned by the Director.
